Why aren't all men saved?
There are two issue in your question; (1) what does the "all" refer to in the context of the chapter, and (2) which "will" is the passage refering to?
Contextually the "all" is all types of people as opposed to God desiring the salvation of every single person. The "will" is either God's will of decree or it is his will of command. It cannot be his will of decree therefore it must be his will of command.
