All Iconoclasm was declared heretical thanks to the influence of the Holy Spirit in the Seventh (and Last) Ecumenical Council.
iirc, it was the western emperors who were trying to have iconoclasm instituted as the official teaching of the Church.Iconoclasm was pretty much peculiar to the Greek Orthodox Church, at least in its most extreme. Ok, that's not entirely accurate, as the big split had not yet occured, but you know what I mean. It stemmed not so much from scripture as from long held Oriental though. Remember that Islam can be considered quite icnoclastic, as well, with their prohibitions against depicting Mohommad and Allah. Basically, the idea was one of those side effects of earlier cultural beliefs getting mixed up with Christianity. As far as this goes:

That probably had more to do with Rome just being against Constantinople and less to do with any real scriptural issues.
It really was a shame, though. The Byzantines had some absolutely beautiful religious artwork and lost much of it during this time period. Plus the time and energy wasted on religious imagry could have been better put towards actually defending the Empire against their many enemies, not the least of which were the Muslims.
