Bro, you are 13 and ALOT of changes are going on with your body. There will be curiosity and urges that you aren't going to understand just yet and unless this is a constant and everyday thing I wouldn't worry about it because it's normal to want to explore your body during those changes. Best bet is if you feel it's a problem then stop touching yourself there and pray about it.
