My heart goes out to you and your friend. My Sister, God hears you. He knows you and He knows Bill. Can we pray right now?
Father God, we thank you so much for your sovereignty, Father; that you are the author of everything. Lord, we acknowledge your saving power and your perfect love. We lay down our lives and our plans at your feet, O God. Father, I ask that you hold Bill in your arms, Father; that you would speak hope and peace into his spirit. God, I ask that your healing spirit would blow through Bill's body O God. I pray that every molecule in his being would align according to your healing power. Father, give Bill the peace that passes all understanding and shower him with your presence.
God, you know the cries of Bill's heart. Lord, I pray that you would just offer him rest and comfort.
In the name of Jesus, we come against the veil of the enemy. We rebuke the enemy by the blood of Jesus. He has no legal right to be present; no legal right to stay. We claim freedom, in the name of Jesus, for Bill. Lord, we ask that you would send Bill discernment and that you would open his spiritual eyes, Father. We pray that you would show him, in a way that he would understand, your will for his situation and his life. Lord, we know that you want to use Bill for your glory and we pray that you would heavily annoint him with love and purpose. Thank you Jesus, Lord...we praise you.
Father, we ask that you would send your angels to watch over Bill; that they would guard the gates as you minister to his spirit, O God. Thank you Jesus, thank you Jesus. In your name...Amen.

You can keep praying. That is a good thing. God will prevail. Bill is suffering, but God knows that. Keep encouraging him during this time of unimagineable suffering. Just by being present, you bring healing and comfort as the body of Christ is meant to do. You are a good friend to him and your presence matters. God is at work, here. You can be sure of that. Just because he is silent for a little bit doesn't mean he isn't moving. Bless you and don't forget to seek comfort and support for yourself. We all need encouragement.
In the meantime, you can specifically keep praying for discernment and you can continue to claim victory over powers and principalities in the name of Jesus. The enemy has no authority there; he just needs to be reminded that Jesus is the boss.

You can get permission to invite others and spend time tarrying for the Lord and see what happens. You can set up a prayer watchbill whereby people sign up to pray on the hour every hour, 24 hours a day. You can blog about it, call your friends, email coworkers, whatever. The more prayer the better. I will volunteer to pray at 10 PM every night. It's a start.
