I have looked at the Youtube video link. Unfortunately the audio playback wasn't very clear, but from the parts I managed to hear, I think he is basing his views on his interpretation of Genesis 6:3. I have heard that doctrine preached before. Not only do I totally disagree with it, I can assure you that it is a doctrine that is not taught in the majority of Christian churches.
The scripture where God says His Spirit will not strive with man forever in Genesis 6:3 does not mean that God rejects someone who doesn't respond to His call to salvation within a specific timescale.
The minority of preachers who take that view are quoting the text far out of it's original context. During the time of Noah, there was great immorality. The beginning of Genesis 6 records that men had committed adultery with other people's daughters. If you look at 1 Peter 3:20 it explains the context by stating that this occurred immediately prior to the flood.
You can rest assured it has nothing to do with a person losing an opportunity to come to salvation in Christ.

But what about the man in that video who said that the last time the Holy Spirit dealt with his heart was 16yrs earlier in his life? how could he possibly say that unless it had actually happened to him?
The pastor asked him if he was saved and the man replied that he could no longer be saved because he was fully aware that Gods Holy Spirit had stopped dealing with him.
