How to control a class of noisy 4 years old?

How should I control a class of noisy 4 or 5 years old, besides scolding the kids?
This really puzzle me.
In my heart of hearts, I have no desire to scold the kids.
But my principal is not very tolerant of noises.
Also, during practicum, the grader expects the teacher to control the class well.

My wife who is a teacher for many years tells me you have to plan everything out before the class begins so that the kids have no time to become noisy. Keep their attention focused on something other than each other.

I'd probably have a word for the day. Every time I said it, whichever
child raised their hand first would get a point noted on the board. I'd do things as to set rules to be followed. If they were later not being quiet, I'd ask them as a group, as to did someone in our class forget the rule...such and such. What is the number 1 rule to help our class get lessons done? no talking to each other
no screaming...be quiet...
...pay attention to the teacher
listen...and learn...
