The simple answer is that scientists have accumulated data about the motions of the elements of the universe (stars, planets, galaxies, etc.) ... and concluded that everything is moving away from each other (most like the particles flung apart in the aftermath of a great explosion).

From this, they have theorized the "Big Bang", or, as I like to call it, the "Let there be Light" moment. Extrapolating back using the current distances and outward movement of the various elements of the universe (and doing the math), ... it is theorized that this "explosion" took place some 15 billion years ago.
Using data from years, many decades ago, but it's outdated now... We have new information that changes some of those theories I think... Or at least challenges them...

No, that is still what they think. What has changed is that it was once thought that gravity would be slowing down the rate of expansion, but it is instead speeding up, for some far from understood reason.

How do galaxies form and how long does that take...?

Galaxies began forming about a billion years after the origin of the universe. Roughly speaking all galaxies today are about the same age. Over time, some galaxies have collided and been disrupted or merged together.

If we think the universe could go on longer than this for trillions or more years, why do we think it is only 13.8 billion years old...?

The universe is expanding now and becoming less dense. If we imagine 'running the film backwards', the universe becomes more and more dense until we get to a point where the density would shoot towards infinity. That point, colloquially known as the Big Bang, was about 13.8 billion years ago.

I used to design and model in 3D bridges, tunnels, dams, oil rigs, etc, so am quite aware of what science and engineering is......

Not disputing science, just some peoples philosophical interpretations of science..... None of the things you mention have any bearing on whether or not the interpretation of how long galaxies take to form is correct or incorrect. Incorrect according to the data.... Don't confuse science with interpretations of the observable world..... One may have no relation in the interpretation with the other, even if couched in scientific terms.....

Real science stopped decades ago when people started learning by rote instead of deductive reasoning. All we do now is improve upon the science from the past. Whether that is a better TV, batteries, heat pump, camera, car, etc, etc, etc.....

it's because of specialization. Every branch has to take the word of the other because they can't deduce for themselves whether the other branch is correct or not. Unlike the pioneers of science like Guass, Maxwell, Weber, etc who were versed in multi-disciplines, and therefore were able to reason out the science....

It is as old as God willed it.

In other words, we don't know how much space is between the smoke and the outer wall.

Astronomers can see back into time over 13 billion years by looking into space. We see the universe get hotter and more opaque (because the universe is denser)the further back they look . The Big Bang is still occurring;the universe is still expanding!
