God causes everything to happen. He is not a spectator. It's all part of his perfect design.

You've asked a deep question that has derailed many.
For what it's worth, here's how I look at it.

God gave mankind freedom to make choices. Unlike animal instincts, mankind seems to have been given a higher kind of thinking.

So someone build a tower. Somewhere they made an error, undercompensated, or maybe even cheated on the engineer's design and used cheap screws instead of lag bolts or the equivalent. People near the tower were crushed when it collapsed, simply because that's where they were. It probably wasn't their fault at all.

Or someone with an uncontrolled temper or lust abused a child. It wasn't the child's fault at all. Or those Galileans whose blood Pilate mingled with their sacrifices? It probably wasn't their fault either.

Where is God in all this? You've asked a good question.

If God legislated our behavior, like whether we got up at 5:30 AM or at 7 AM, whether we were leisurely on our way to work or in a hurry and apt to make an error in judgment while driving and cause an accident - well, you've probably noticed that it doesn't appear that He does much of that like of legislating. It looks to me like a lot of stuff just happens as a pile up of human choices. God already told us what we need for life's choices to minimize the pile up of mistakes. I can imagine you know as many people as I know (including the person looking back at me in the mirror) who far too often live haphazardly and "hopes" for less than I/we deserve. If we could only grasp the depth of His love and the love He wants us to have for one another, we might just be more conscientious and actually obedient to what He says works in life. Besides that, some people seem to delight in cruel and evil behaviors. At this point, God doesn't generally stop them. He allows them choice to show what kind of people they are, just like He allows us.

Were those people in the tower worse sinners than we are? No, but unless we repent, we will all likewise perish. And in the process we'll leave a bigger pile of errors and junk to trip up even more people.

Where is God in all this?

He hasn't left those who put their trust in Him. Though they were killed by sword, sawn in two, killed by "accident," or died by natural causes, He is there. God has a bigger plan in mind than just here and now, to the point that it can be like this for now. If there is some kind of expectation that God won't let your foot dash against a stone, it might be good to look at Jesus, who for the joy set before Him, endured the awful death by crucifixion, enduring the shameful treatment, and is now at God's right hand. Most of the disciples suffered death at the hands of murderers. We in America for the most part have never even imagined this kind of persecution, yet they maintained faith and I hope we can too.

How do I trust God if he let bad things happens to believers?

Being a follower of Jesus Christ is not for the faint of heart. Look at what happened to him, to Paul, to myriads of followers. Count the cost. And, since you can't know the cost before hand, let it all go. Be prepared to encounter suffering and sorrow in this life, by letting go of your stranglehold on life as if by grasping at it you could secure it. Let your life unfold, fight the good fight, and place your hope in the promise.

The trust we are asked to place in God is not a prior condition we must meet in order to avoid suffering and sorrow. That is not the promise. It's not even close. Yes, Jesus was brutally murdered, but he rose again no longer subject to suffering and death. That's the promise of which he is the first fruit.

You can have faith in the midst of sorrow. You can have peace in the midst of suffering. You can even have joy in the face of death. But there is no promise that we will never experience sorrow, suffering, or death.

He never promised that we will not die, nor have problems.

13 Some people there with Jesus at that time told him about what had happened to some worshipers from Galilee. Pilate had them killed. The Useless Tree
6 Jesus told this story: “A man had a fig tree. He planted it in his garden. He came looking for some fruit on it, but he found none. 7 He had a servant who took care of his garden. So he said to his servant, ‘I have been looking for fruit on this tree for three years, but I never find any. Cut it down! Why should it waste the ground?’ 8 But the servant answered, ‘Master, let the tree have one more year to produce fruit. Jesus Heals a Woman on the Sabbath
10 Jesus taught in one of the synagogues on the Sabbath day. 11 A woman was there who had an evil spirit inside her. It had made the woman crippled for 18 years. Her back was always bent; she could not stand up straight. 12 When Jesus saw her, he called to her, “Woman, you have been made free from your sickness!” 13 He laid his hands on her, and immediately she was able to stand up straight. What Is God’s Kingdom Like?
18 Then Jesus said, “What is God’s kingdom like? What can I compare it to? 19 God’s kingdom is like the seed of the mustard plant. Someone plants this seed in their garden. The seed grows and becomes a tree, and the birds build nests on its branches.”

20 Jesus said again, “What can I compare God’s kingdom with? 21 It is like yeast that a woman mixes into a big bowl of flour to make bread. The yeast makes all the dough rise.”

The Narrow Door
22 Jesus was teaching in every town and village. He continued to travel toward Jerusalem. 23 Someone said to him, “Lord, how many people will be saved? Only a few?”

Jesus Will Die in Jerusalem
31 Just then some Pharisees came to Jesus and said, “Go away from here and hide. Herod wants to kill you!”

32 Jesus said to them, “Go tell that fox, ‘Today and tomorrow I am forcing demons out of people and finishing my work of healing. Then, the next day, the work will be finished.’ 33 After that I must go, because all prophets should die in Jerusalem.

34 “Jerusalem, Jerusalem! You kill the prophets. You stone to death the people God has sent to you. How many times I wanted to help your people. I wanted to gather them together as a hen gathers her chicks under her wings. But you did not let me. 35 Now your home will be left completely empty. I tell you, you will not see me again until that time when you will say, ‘Welcome! God bless the one who comes in the name of the Lord.’[c]”
