“And when he had said this, he breathed on them [the disciples], and saith unto them, Receive ye the Holy Ghost: Whose soever sins ye remit, they are remitted unto them; and whose soever sins ye retain, they are retained.” (John 20:22–23)A Bishop, as successor to the Apostles, can forgive sins under the authority of Jesus Christ. As he said to them:
Jhn 20:23
“If you forgive the sins of any, they are forgiven them; if you retain the sins of any, they are retained.”
A Bishop can hand that authority down to a priest, though for the most part it is taught that the priest merely stands as witness to the confession of sins to God, and that it is God Who forgives.
How do we as Christians remit people's sins? By preaching and witnessing. That's how.
