What state of mind in 1 year old child are you talking about? So you say it is placebo effects and I guess it is only effective to those that can have the desired state of mind, i.e. some of the elder relatives. In my case the mother and the grandmother.
So the facts are that any water is Holy Water according to you, because the do not differ from each other. So why they go to such trouble to keep it out of standard plumbing? If it didn't matter what water it was, then why all the trouble to keep the one labeled "Holy"?
The water that is used in Baptism comes from the tap, and is the same as any other water until it is blessed. Once it is blessed then it is set aside for God, and can be used for baptism, asperges or whatever. When used for asperges then salt is added.
You can be assured that the water is genuinely holy because the priest or minister will bless it during the baptism service; it is this blessing that marks the change from ordinary to holy water. The chemical properties of the water remain the same, and it will remain as pure as it was before.
Any water that remains after the baptism is not put down the drain because that would not be appropriate. Anything that is set aside for God strictly speaking must be either buried in consecrated ground or burned. In most cases the font will connect to a soakaway in the churchyard, and water from the baptism will run to earth after the baptism is over.
