Jobs, school, better climate, join family, significant other, etc. Some of those leaving will only be doing so temporarily. Also, for every person that leaves Canada, there are eight choosing to live there. I dunno, that is an awful big border with a lot of empty space up there. We spend lots of money on the southern border (about 1/2 the size of the northern border) and hundreds of thousands of illegals still get across every year.Personally, I'm not a huge fan of this measure. I would rather HUGE scads of cash were used to investigate and prosecutor cross border gun movement. If we can limit that 80% with the number of weapons, that would be a good thing.
