Green represents many things to us:
Christmas -- eek a ring so soon? Lol jumping to conclusions.
Grass and trees -- life, growth, health, prosperity, comfort in things going well
The lighter green of spring shoots --new things forming
Plants don't talk back -- Silly I know, but so much of our surroundings are green, and very little of it represents animal life. Plants are quietly supportive, always there for you. The few green animals are quiet and lurk or bask (okay, alligators have their moments.)
The yellower green of bruises and pond scum -- things going sour, something amiss
Flag green -- Islam uses a variety of greens in flags and mosque walls
Alien neon green -- some people see neon green lights in visions or real life, related to spirits, often unclear conclusions but certainly get attention
Traffic lights -- as mentioned, go
Envy -- although I don't think most of us would get dream symbols like that
Emerald -- In contrast to the usual diamonds for weddings, this might show some different intents about commitment. If a friend got an emerald ring, some relative would be bound to criticize it for not being a real wedding ring.
Ask your brother if there were emotions attached -- things he felt or worried about during the dream. Relief, concern, shock, reassurance. In predictive dreams often these are not the dreamer's real emotions, but show something about the situation.
