Yep. In this case, people are saying that (another) attempt to make federal aid conditional on political favors from the people receiving it seems a bit suspect.

This is a ploy:
1. Plan on getting the necessary funds to be disbursed to them what need them
2. Make a show that you’re going to “place conditions” on such aid
3. Send aid
4. Crow about how, (despite how poorly the state has complied with the “conditions”), you’ve sent the aid anyways.
5. Bask in the glory of the base

It's find to have one's own opinions, but when posts start to deny reality is when those opinions start to lose credibility.
