God's love and forgiveness was made manifest at the cross, it wasn't administered at the cross.
Colossians 1:14 in whom we have redemption through His blood, the forgiveness of sins.
But is the cross where God's love and forgivness originated? Was not Jesus the Lamb slain, in the heart of God, from before the foundation of the world?
Does the blood of Christ bring about forgiveness or did it manifest that which already was?
The death of Jesus was not only for the sins of believers, but also for the sins of the entire world, believer and unbeliever alike.
1 John 2:2 Jesus is the atoning sacrifice for our sins, and not for ours only but also for the sins of the whole world.

God forgives even unbelievers before they believe in the finished work of Jesus. God has already given the world eternal life through His Son.
Did the father forgive the prodigal son when he repented or was the father already waiting for him with open arms?
We don't accept Jesus in order to have our sins forgiven, our sins have already been forgiven, all we have to do is believe it and allow God to cleans our conscience of all the false guilt and condemnation. In other words, correct our way of thinking.
Baptism is a means of empowerment that God gives us to exercise faith. By us participating in an act ordained by God we can experience that cleansing of the conscience, which now saves us.
1 Peter 3:21 Baptism, which corresponds to this, now saves you, not as a removal of dirt from the body but as an appeal to God for a clear conscience, through the resurrection of Jesus Christ,
Why does the cleasing of the conscience save us? Because guilt and condemnation will destroy us now and in the end because it shows that we have not yet believed in God's love and forgiveness.
What about breaking God's Law now that we know we have been forgiven?
Sin brings guilt, condemnation and death. These things are intrinsic to sin. These things will harden our hearts towards God, not God's heart towards us.
Hebrews 3:13-14 But encourage one another day after day, as long as it is still called "Today," lest any one of you be hardened by the deceitfulness of sin. For we have become partakers of Christ, if we hold fast the beginning of our assurance firm until the end;
Sin will harden our heart to the truth of God's love and forgivness. When this happens we loose our assurance of God's forgiveness and revert back to the guilt and condemnation and eventually death because we have turned away from being a partaker of Christ. A partaker of Christ is seen in our assurance of God's love and forgiveness, which was made manifest through Christ.
