The Lord said to Aaron, I am giving you the service of the priesthood as a gift.
Numbers 18:7b (NIV)

The LORD gave Aaron the priesthood as a bestowed service
Numbers 18:7b (NASB)
Note: bestow is to give, confer, or bequeath as a gift.

I have given your priest's office unto you as a service of gift:
Numbers 18:7b (KJV)

Priesthood or the office of the priest was a gift to Aaron.
Numbers 18:7b indicates the gift of the office of priest was to serve.

One who offers a service may make the service available to all, but it is the responsibility of others to request or partake of the service.
Service cannot be forced on others but must be accepted willingly.

The questions arise:
Are the gifts under the New Covenant, likewise, for service?
Do gifts from the LORD include any elements of ruler or governor?

My questions, “Are the gifts under the New Covenant, likewise, for service?" and "Do gifts from the LORD include any elements of ruler or governor?” were rhetorical to point out that gifts of the Spirit do not include the position of boss but for service. Then there is the topic "Gift of the priesthood was a gift to serve." Your question is also assumed to be rhetorical.
