I thought of an interesting phrase, "Genteel Brutality" like the way a lot of rich have the corner on empowering the poor, like the Bible says, "you did not strengthen the arm of the poor."

Did you perhaps mean "disempowering"?

Yes. I meant it's the hidden sin that goes by the name of not needing to lend a helping hand because the other person is "beyond help." Christians do it by not praying for certain types of people.
