Sure is. The account is clearly labeled as Governor Newsom Press Office. It's interesting that first he is attacked for making the satirical posts, but now he's being attacked for not making them. Damned if he does and damned if he don't.

All of MSM and social media are crediting Newsom for making those ridiculous X posts. What's being laughed at is trying to pawn them off on someone else. What's next, blaming it on AI?
If the standard is that low for earning their keep, it shows just how wasteful the California state government really is with the taxpayer's dollars.

I always hear so many problems happening in CA. I would think their government would be spending more time on those, but it looks like they have different priorities.

The problem is with context. All of MSM and social media has attributed those goofy X posts to Gavin Newsom. As in no one else other than Gavin Newsom himself wrote and posted them.
They work in the press office. They have generated a lot of positive press and a lot of hilarity from their foes. Speaking of waste, remember the LA fires last winter and how the president ordered the aquifer gates opened and wasted millions of gallons of water just for show? That was a waste on a grand scale!
Some people have learned to read past the title while others have not.

It's useful to separate the office from the person. Like the presidential lawyers are not Trump's lawyers, but the lawyers for the office of the president (or at least that's how it used to be). The governor's twitter account was started by Governor Brown in 2013, and it will pass on to Newsom's successor when he leaves the office.
Are you going with the idea that some anonymous office staff member is making those absurd X posts? That since the X account Newsom posts from is called Governor Newsom Press Office, it must be the office making those posts?
I understand there's a small staff, and I saw the name of its head float by on the socials. I expect Gavin Newsom (@GavinNewsom) and his political staff have veto power and influence, but yes, there is a staff handling these tweets (and doing the monumental work of reading and responding to other people's comments). Newsom actually does have plenty of work to do, rather than sitting on the loo, rage-tweeting.
