Well, when Joe Biden promised the American people that he was going to nominate a black woman to be VP before he made a decision, that kinda sounds like "white men need not apply." What you see as incompetence, I praise the Lord as real competence in moving forward and transitioning the American economy away from supporting businesses in nations that were never our friends, such as China.
As for Jeanie Pirro, she has a very solid history as an assistant DA, as a prosecutor, and as a judge in the state of New York. Pirro is eminently qualified to be the US District Attorney in Washington DC.
