By who it leads you to. If the miracle leads you to obey and glorify G-d, then it is true. If it directs you anywhere else, (including toward the practitioner even if he claims to be a believer) it is false.So how do you discern from the two?

And beyond that, LISTEN to the voice of the Holy Spirit. There is also an element of spiritual maturity:
