4. I am interested in geology. I dislike seeing people misinterpret geological data and geological research. You have done exactly that. I dislike it.

These are dust particles in a partially ionized gas called plasma. We call that a dusty plasma . The problem with terrestrial experiments is that gravity on these massive dust particles has an effect that hides results. So they did the experiment in space.

If I switch my torch on, surprise surprise, a current flows, and the light comes on. Does that mean that the torch isn’t electrically neutral? Nope. The torch as a whole is not the source of any electric field, even though there may be localised current flows and positive and negative charges within it.
