It is not the required penalty for an offense but a limitation imposed by God. IOW the punishment must fit the crime. Whenever a person committed a crime, the punishment could not be greater than that crime. For example, a judge could not impose the death penalty for simple theft. If a person hurt the hand of another person, the maximum punishment would be injury to his own hand.

This would automatically prohibit an entire family being punished for the crime of one person, which was a common parctice among the pagan nations of that day. Note everything is in the singular. Life for life not lives, plural, for one life, or hands, plual, for one hand. But again this not the required punishment, it was the maximum. A lesser punishment could be given, even no punishment at all.
