Because there is no natural selection advantage to having gills. Given our water-based activities, there is not even an advantage to being a decent swimmer.

Because evolution takes hundreds of thousands, if not millions, of years to show any real change. Interestingly enough, humans have their fat layer bonded to their skin, similar to sea mammals like dolphins, and unlike the loose skinned chimps, so a bit if water exposure has has some effect.

If we were intelligently designed, why weren't we designed with gills so we wouldn't drown?

Highly unlikely that gills with ever evolve in mammals, whales are 100% aquatic but they do not have gills.

Well, if aeroplanes are intelligently designed (which they are), why don't they have underwater apparatus in case they crash into the sea?

Just because a model cannot fit all environments it doesn't mean it's not designed. That's very a priori. Plus I perceive that people's perception of perfection (hey-that has quite a ring to it lol!) is clouding their judgment to the fact that something organic could be intelligently designed.

Well, if one was to be pedantic one could state that all mammals have gills...in their embryonic states. Haeckel's "ontogeny recapitulates phylogeny" argument has a lot to answer for (no less his drawings) but the fact that all the mammalia have pharangeal gills is interesting, and is cited by many as evidence of an evolutionaty past.

We are adapted for running down large mammals on an open savanna. We don't need gills to do that.

But there are other mammals that have adapted quite well to the water and they did not need gills. They need to breath once every 15-20 minutes and it poses no problems for them.

Because evolution doesn't make massive changes over thousands of years. It takes hundreds of thousands for even small changes to take place - hundreds of millions for something like gills to evolve.

There would also obviously have to be enough selection pressure - highly unlikely given that we survive quite nicely out of water.

This is exactly why evolution needs to be taught in school. Evolution never predicts that something from another class of life will evolve in a few generations just because we hop in the pool on weekends for a few months of the year. Now, what evolution would predict is that if a mammal spent it's entire life cycle in the water traits suited to that environment would evolve over an evolutionary timescale. Stuff like a dorsally located nostril, a flared tail for swimming, reduction or loss of rear limbs, or any number of other adaptions. This is precisely what we see in whales. What you have proposed seems to be a form of the grossly archaic concept of lamarkian evolution. Our kids don't get longer arms if we reach for things on high shelves and they don't grow gills if we go swimming.
