Sort of but not really. That was the stated goal of the European Coal and Steel Community, but European integration had been discussed since before the Wars, and while the ECSC was one of the organizations that merged to become the EU, there were others motivated by other concerns. And even though the ECSC was founded to prevent war between Germany and France, it did so by intertwining a particular sector of the economy, strategic resources, so tightly that a war wouldn't be possible. Ukraine and Russia already had a tightly integrated economy but that didn't stop the invasions because Russia just planned on incorporating Ukraine into it' economy.

Nobody is "given" membership. They can become members once they meet all the requirements and get the agreement of the current members.

And so far the House has come up with nothing. And I seriously doubt they are going to because at the time it was widely accepted that the US's Ukraine policy was to reduce corruption and removal of the Prosecutor General who was pretty universally considered corrupt was the first step.

Ukraine had their chance at the bargaining table roughly 18 months ago, they walked away

And we are now in November 2023, and Russia has Ukraine cornered, no need for bargaining, Ukraine is out of troops, weapons, and ammunition, and nobody is going to give further support "Ukraine Is Done"!
