The best way to determine a course of action in OB is to analyse the problems with a couple of relevant theories. Try Herzberg's two factor theory, McClelland's acquired needs theory, or even Maslow's hierarchy of needs.

Once you anaylse it with an OB theory, you should be able to accurately identify appropraite courses of action to rectify/address the situation.

Quite simply, if management would realize that you should "do unto others as you would do unto youself" then that productive and the nonproductive employee will feel needed and appreciated. Need and appreciation is the key. Management needs the employee and the employee needs management.
