Welcome to the Oriental Orthodox Forum !

What Domi meant was that only Eastern Orthodox can have communion in Eastern Orthodox Churches because there is currently a split between Oriental Orthodox and Eastern Orthodox but there is a hope of reunification very soon. So this may change in the near future. At this stage the Oriental Orthodox does not have communion with Eastern Orthodox.

Slowly, we see some priests and churches agreeing to communion regardless of the schism. For example, I know of an agreement between the Alexandrian Greek Church, Antiochian Greek Church, the Coptic Church, and the Syriac Church to accept ALL sacraments of one another if an Orthodox Christian's nearest church is any of the above four. There would be no need to rechrismate, etc. So technically, these two EO churches are "sister" churches to us already.

There are priests on both sides who I've heard refusing to rechrismate and openly allowing communion for any Orthodox Christian (EO or OO). That I admire very much.

Officially, there is still a schism, and we don't really give the Eucharist to EO's yet. Technically, with growing unity and with proper dogmatic learning, we should accept all sacraments anyway.
