It certainly can be! I've been overcome by the Holy Spirit.
Since they said, "these are not drunk as you suppose" then it's clear the disciples must've been acting like they were -- There were 120 of them in that upper room who all were filled and looked drunk!
The disciples were not behaving like drunkards at Pentecost. It was only the mocking locals who did not recognize the foreign languages being spoken who thought they were drunk. Peter immediately denied it "Men of Judea and all you who live in Jerusalem...these men are not drunk, as you suppose". The 3000 people who did recognize the foreign languages spoken didn't think they were drunk. They were amazed at the miracle taking place, listened to Peters sermon, and were saved.
God does what he wants. He isn't concerned about religious people who get offended at him or try to tell him he can't.
"Our God is in heaven; he does whatever pleases him" (Ps 115:3)
God certainly does what he wants. But he will never contradict his own word, which says we should be sober minded and self controlled.
