downsizing pictures on the computer

I'm trying to figure out how to make a picture smaller on the computer.....pixel wise that is. I have Picture It, will that work? I've heard paint will do it, and I probably have it.....I think, I'll have to ask dad. But in the meantime, could you carefully explain it to me! I'm trying to figure these things out!

If you have Adobe Photoshop you can also use it:

Image > Image Size

if you have windows xp download the image resizer which is a windows xp powertoy download it here http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp
its sizes are preset but its useful for me to resize images from my digital camera
