You do realize that the "bloated omnibus bills" are mostly the annual funding bills, right? Each containing lots of details of how Congress wants money spent specifically. What do you want? Bills that just say: "$X for the Department of Defense, $Y for the State Department", and so on? They would be shorter.I know. The Nancy Pelosi statement that "We'll just have to pass it to see what's in it" was a bit bald. Every Congresscritter should be responsible for everything they voted for.
