Really, that Old Testament verse refers to the cerebral part of man. Many, many words in the Bible are spelled the same but have very different meanings. Love, know, rock, sin, heart and many others have (at the least) dual meanings! "The heart in Scripture is variously used, sometimes for the mind and understanding, sometimes for the will, sometimes for the affections, sometimes for the conscience, sometimes for the whole soul".
"Soul" in Hebrew can never be rendered by "heart"

I don't think so myself... since they speak on the mind of man in scripture as well. Unless of course, you are going to state that the translators buggered that up.
Let's take it to a more generic example though. I KNOW (cerebral) that my heart is corrupt. When I feel the emotions of Jealousy, anger, hatred, bitterness, lust, etc.. etc... etc... it is not a thought process. It is an emotional response to deep seated corruption within me. the "heart" of the matter. My MIND is what tells me what is right and wrong (in conjunction with the conviction of the Holy Spirit. For if it was up to ME myself, without the HS, I would think the same things as my corrupt heart told me at all times!) Paul expounded on this. he KNEW the right thing to do, but did not do it. he KNEW the wrong thing to do, but did it anyways. Cerebrally, he was aware of the right and wrong, his heart led him elsewhere.
