The reason I don't think he does it himself is because if he does, the punishments are extremely inconsistent.  Hitler committed many, many sins yet was rewarded with more and more power.  Of course the natural consequence was that he eventually suffered a major beat-down, but the initial consequence was increased power, which is what he desired.

The bible says (and oviously I lack the original verse)
Something about, not despairing or being jealous of evil people's increases and exultation in life.  Because of ...their coming "consequences".

Something in that order I believe (and If I am wrong, please do correct)

But yea, Justice was served. And besides...for the things prophesied in revelations...these things had to happen.

Even though it was a very sad thing. :(
