just because he SAYS it will not affect benefits does not make it a conspiracy either.

yes, that is true but when you are talking about cuts THAT large it has to come from somewhere and the question is is there enough "somewhere" to keep from cutting benefits at least a little bit; particularly sense with a program THAT large you have a certain amount of admin cost.
