None of them can by any means redeem his brother, nor give to God a ransom for him: <-----> Psalm 49:7

The short answer is no one .

But the long answer is - He Whom God has Anointed and Given That Honor ... & and even in some cases , by extension , those in Christ who have The Spirit of God empowering them also .( Which means it is still God doing the Liberating ; howbeit through His Chosen Vessel / vessels .)

I am he that liveth, and was dead; and, behold, I am alive for evermore, Amen; and have the keys of hell and of death. <-----> Revelation 1:18

And to the angel of the church in Philadelphia write; These things saith he that is holy, he that is true, he that hath the key of David, he that openeth, and no man shutteth; and shutteth, and no man openeth; <-----> Revelation 3:7

And the key of the house of David will I lay upon his shoulder; so he shall open, and none shall shut; and he shall shut, and none shall open. <-----> Isaiah 22:22

And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven. <-----> Matthew 16:19

Therefore if any man be in Christ, he is a new creature: old things are passed away; behold, all things are become new.
And all things are of God, who hath reconciled us to himself by Jesus Christ, and hath given to us the ministry of reconciliation;
To wit, that God was in Christ, reconciling the world unto himself, not imputing their trespasses unto them; and hath committed unto us the word of reconciliation.
Now then we are ambassadors for Christ, as though God did beseech you by us: we pray you in Christ's stead, be ye reconciled to God. <-----> 2nd Corinthians 5:17-20

There's a distinct Chain of Command , with God , His Son , and then those who are empowered by and obedient to The Holy Spirit .

Howbeit when he, the Spirit of truth, is come, he will guide you into all truth: for he shall not speak of himself; but whatsoever he shall hear, that shall he speak: and he will shew you things to come. <-----> John 16:13

Then answered Jesus and said unto them, Verily, verily, I say unto you, The Son can do nothing of himself, but what he seeth the Father do: for what things soever he doeth, these also doeth the Son likewise.
For the Father loveth the Son, and sheweth him all things that himself doeth: and he will shew him greater works than these, that ye may marvel.
For as the Father raiseth up the dead, and quickeneth them; even so the Son quickeneth whom he will. <-----> John 5:19-21
