For the enemy rages against all mankind to destroy all hope that there is help for them from their God. You are never wrong to give the people hope. Without hope there is nothing for faith to give substance to.

He is also called Wonderful Counsellor -- so if we want to know something -- like how can I know who has the power of healing? -- perhaps we should ask Him?

Every believer has the “power” to heal. These signs shall follow those who believe (i.e., believers). Just because you don’t heal the sick doesn’t mean you can’t.

GOD, our Creator, made... us. Of untold many blessings, the power to heal ourselves is another of His free gifts.

1. in Life/death emergencies, hopefully a competent medical doctor will First-aid any suffering person.
aside this,
2. Further to finish healing, or in chronic conditions, a few people with the skills necessary to CHEERlead healing, can be priceless too.

Yes. Jesus Christ. He is the only One who has the power of healing. Christians pray for the sick and exercise their faith, trusting Jesus through the agency of the Holy Spirit to bring healing. Jesus is the only healer, and those who minister in faith are His channels. But Jesus will only bring healing if He is glorified above anyone else. Anyone who claims the gift of healing and seeks to enhance his own reputation is an impostor and Jesus does not work through him. If anyone gave me a card which says "Joe Blow, Christian Healer". I would put the card through the shredder. The book of James says that if anyone is sick let him call for the elders of the church to anoint him with oil and pray for him. The promise is that the Lord will raise the sick person up. When there is a team of elders praying for a sick person, there is no opportunity for one single person to claim they have a special gift. The elders will glorify Jesus as the healer if a person they have prayed for gets healed. Most of these big name healers are impostors and the Holy Spirit rarely moves through them no matter what claims they make. Jesus will share His glory with none other.

So my view is that instead of going to just one person, ask the team of elders from your own church to pray for you, and you have a better chance of getting healed.
