The entire context of the 14th chapter of Romans deals with judging a weaker brother.
This rule has a universal application: In all cases, if a man does a thing which he does not believe to be right, it is a sin, and his conscience will condemn him for it. However, the opposite of this is not always true, that if a man believes a thing to be right, that therefore it is not sin.
Romans 14:23 And he that doubteth is damned if he eat, because he eateth not of faith: for whatsoever is not of faith is sin.
The opposite isn't always true, i agree.
The word throughout the NT tells us faith doens't give liberty to break any of the 10 Cs except maybe sabbath (according to Romans 14) The rest are taught in NC teaching.
