Do guys usually only give flowers when they have messed up?

My h used to do the apology bouquet when we first were married, but he hasn't done it in a long time - either as an apology or for anything else. I'm usually the one who decides that we need some flowers to brighten things up. When he graduated last December, I did buy him a hugely expensive bouquet of red roses with a black bow, because red and black are his college's colors. He really liked that.
