You are not going to see the cosmic background radiation on your TV set. What you are seeing is NOISE, pure and simple. Noise that is generated by the electronics. The hiss on your radio is the same noise; internally generated.

Space-time did not exist as we know it before it started, therefore there is no way to measure how long it took before it happened in our universe. Though I am sure after string theory is completely played out they will probably have some measure of that kind of time.

For all intent and purpose, the universe has always existed.

Not necesarrily there is currently a theory suggesting that there was no singularity thus nothing in this space-time, the source maybe another space time bumping into this one (simply put).
