Did Jesus or God come in a vision to Ananias?
From the texts as well as the context, according to the point of view of Ananias, it was Jesus who spoke to Ananias in a vision.
Later, Paul recounted this story to the crowd at the Jerusalem temple in Acts 22:
1 Meanwhile, Saul was still breathing out murderous threats against the disciples of the Lord.
Jesus was the Lord.5 “Who are You, Lord?” Saul asked. “I am Jesus, whom you are persecuting,” He replied.
Jesus, the Lord, spoke to Ananias.10 In Damascus there was a disciple named Ananias. The Lord spoke to him in a vision, “Ananias!”
“Here I am, Lord,” he answered.
11 “Get up!” the Lord told him.
13 But Ananias answered, “Lord, many people have told me about this man and all the harm he has done to Your saints in Jerusalem.
15 “Go!” said the Lord. “This man is My chosen instrument to carry My name before the Gentiles and their kings, and before the people of Israel.
All the references here point to Jesus as the Lord.17 So Ananias went to the house, and when he arrived, he placed his hands on Saul. “Brother Saul,” he said, “the Lord Jesus, who appeared to you on the road as you were coming here, has sent me so that you may see again and be filled with the Holy Spirit.”

Paul met Ananias. Paul said that Ananias said that "the God of our ancestors has chosen you". There was no contradiction. As far as Paul was concerned, Jesus was God. Paul didn't say that Jesus did not come to Ananias in a vision.12 “A man named Ananias came to see me. He was a devout observer of the law and highly respected by all the Jews living there. 13 He stood beside me and said, ‘Brother Saul, receive your sight!’ And at that very moment, I was able to see him. 14 “Then he said: ‘The God of our ancestors has chosen you to know his will and to see the Righteous One and to hear words from his mouth. 15 You will be his witness to all people of what you have seen and heard. 16 And now what are you waiting for? Get up, be baptized, and wash your sins away, calling on his name.’
