Deu 15:6 For the LORD thy God blesseth thee, as he promised thee: and thou shalt lend unto many nations, but thou shalt not borrow; and thou shalt reign over many nations, but they shall not reign over thee.

I was reading this verse and I have a question. I have been starting to research the ten northern tribes of Israel that were captured by the Assyrians. I've heard some people say that they miscegenated with the other Assyrian slaves and lost their identity. I don't think this is possible because the 144,000 who are sealed in Revelation includes 12,000 from each tribe, so they must still exist. I've heard other people say that they migrated into Europe and became some of the nations of Europe and, therefore, would have settled in America.

Thirty percent of American foreign aid goes to Israel. If I'm interpreting this verse correctly, Israel will not borrow from any nation. If America and modern-day Israel are both Israelites, then foreign aid to Israel is just Israelites giving to other Israelites. Am I interpreting this verse correctly?

No. The modern nation-state of Israel is not the same as the Israel of the Old Testament.
