It wouldn't have to be based on the Mueller report at all. Before impeachment there would be impeachment hearings where all possibilities would be considered.

Who said I did? He's been investigated eight ways from Sunday. Personally, I think it's made his presidency better ... and stronger.

At some point though it becomes time for the investigators to justify their actions. That's where things are now.

That they found the Russians interfered?

That Trump welcomed the interference?

That he lied about it?

That on several occasions he sought to obstruct the investigation?

That, if he were not president, he’d be facing charges?

Sure. The entire report was based on opposition research obtained by a foreign agent through Russian contacts. Even taking that bogus data, the Mueller investigation obtained no evidence to prefer charges against the President.
