This happened back in Chapter two when the magicians could not interpret Nebuchadnezzar's dream and God had given Daniel the interpretation literally saving the necks of the magicians. Daniel gave the glory to God in front of them all. There was no reason for Daniel to be running around handing out the Four Spiritual Laws or the Roman Road as what happened in chapter two was way more than sufficient testimony.
I think God turned them to Daniel and then Daniel most likely had talks with them about God. Yes, I believe you are right. Although I think God took the initiative there.
Daniel overseen the Magi, an ethnicity not unlike the Levites. That would explain how they knew when and where the Messiah would be born hundreds of years later. He most likely taught them the Scriptures if he had any significant contact with them.
