What does this text mean. It may be connected to 1 Timothy 4:1-3 or it may not be.

I think it's more a reference to the "Man of Lawlessness" in 2 Thessalonians 2:4

"He will oppose and will exalt himself over everything that is called God or is worshiped, so that he sets himself up in God's temple, proclaiming himself to be God."

Don't be afraid folks, who is Paul talking about here? Is there a system in place today that have done that?

You also neglect the contet again Symes, you can't base theology off the odd verse here and there. The Christian Identity movement does the same thing and they are most assuredly wrong. You have to take scripture in context with the surrounding scripture, which you are failing to do. It is obvious where you are trying to get this to go, but alas it won't work because you are taking things completely out of context.
