I know this is almost Quantum Mechanics, but stay with me here.
1. You start a new nation.
2. You buy an island that is uninhabited or has a very small populace.
3. YOU MAKE SURE YOU TELL EVERYONE THAT IS ABOUT TO COME TO THIS ISLAND TO LIVE THAT YOU ARE GOING TO HAVE A VERY STRICT CAPITAL PUNISHMENT SYSTEM PUT INTO PLACE IN THIS NEW NATION. YOU LIST ALL THE CRIMES THAT WILL CARRY A DEATH SENTENCE. YES, ONE OF THEM IS HOMOSEXUALITY.
HENCE THE CRIMINALS WHO WOULD WANT TO COMMIT ONE OF THESE CRIMES WOULD NOT WANT TO GO TO THIS NEW NATION. GEE--WHO WOULD HAVE THOUGHT???
Your plan has a fundamental flaw (no pun intended) : telling people there is a strict capital punishment system is different -- far different -- from getting people to believe there is a strict capital punishment system in place.
The sad truth of it is, Shield, that talk is cheap. People are going to find your claims preposterous until they see the evidence for themselves. (Remember Thomas?)
Don't get me wrong, Shield -- I, for one, certainly believe you to be capable of fulfilling this justice system, even though your words of late don't necessarily support your earlier promises. But for most people, especially the ones who you'd want to attract to your C.S.A., announcing the rules is going to be met with a large wave of indifference -- until you actually put them into use.
I would suggest that while you've repeatedly claimed that the C.S.A. does not practice genocide, such a display might be the only thing that shows your own citizens (let alone the rest of the world) that you mean business.
