There are multiple clips showing the shooter laying on his side assembling his weapon, then moving forward to the crest of the roof, his gun was over the crest of the roof for a good 15 seconds before shots were fired, he even brought a hand held range finder through the security gate that brought questions
Couple that with the fact the SS snipers were on a building some 5 feet higher, with one SS sniper on a tri pod standing that gave him yet another 4-5 feet above the gunman
Many reports state the SS snipers were zeroed in on the shooter for 1 full minute, my observations witnessed at least 20 seconds with their eye on their scopes
IMHO the SS snipers allowed the gunman to shoot, just as the "Many" professional experienced snipers around the world have stated, the SS snipers could have avoided innocent lives from being killed if they neutralized the threat, "They Didn't"!
Add to that the recent excuse given by the SS director Kimberly Cheatle, as she stated SS wasn't on the gunman's roof guarding a hot spot because it was sloped and a safety hazard at a mild 5% pitch, while the SS snipers were on a higher roof and a pitch of 10% without fall protection

Not sure what your point is here. The commissioner wasn't talking about the County, but the City officers. His department is probably taking a lot of heat and he's trying to let people know how department wasn't assigned to security and it wasn't their failure. A lot of people don't understand the difference between departments....so those Butler County SWAT tactical teams members - whom we all saw - were not there?

Well he's right. It wasn't rhe responsibility of the local police department. They were responsible for traffic. It sounds like the County Sherrifs Dept. had some security responsibilities.I was responding to this statement:
