Assuming that you are a Christian, AT LEAST "you chose God."
The other part has to do with Destiny.
If you believe that God decided that you were going to born, and what would happen to you, then "God chose you."
If you don't believe in Destiny, then "God didn't choose you."

God gives the grace to everyone....
It is when we wake up to it that we choose God.

He doesnt withhold from anyone. WE just have to notice it in order to accept it.

That's IMHO...since He died for all. That means He gives His grace freely to all.

Many do not notice, nor do they wish to. That's when the veil remains over their hearts and they never accept His grace.

Some accept it on their death bed.

Others accept it earlier.

Blessed are the ones who realise it before it is too late.

God chose you.. We see in scripture that those who are called and chosen were chosen before the foundation of the world..
Eph 1:1 Paul, an apostle of Christ Jesus by the will of God, To the saints who are at Ephesus and who are faithful in Christ Jesus:
Eph 1:2 Grace to you and peace from God our Father and the Lord Jesus Christ.

Eph 1:4 just as He chose us in Him before the foundation of the world, that we would be holy and blameless before Him. In love

what is destiny? scripture please. is that like manifest destiny?
