Homo habiilis, translates as "handy man" used tools. Also, modern chimpanzees use tools.

Homo Habilis was probably a normal human or a normal ape. Not anything in between and the "tools" found were stone flakes.
If spears and other stone work tools aren't tools to you, then humans haven't used tools for a great deal of our existence. And no, they weren't just stone flakes, and Homo habilis (you have to make the second part, the species name, lowercase) was definitely not human and it certainly was not some chimp. Also, shaping stones by chipping away at them is making tools, those "stone flakes" aren't just lying around in conveniently useful shapes.

I looked it up. Nothing mentions "spears" for Homo habilis. Just flakes of stone.

Homo Habilis is equally likely to to a normal human or a normal ape? If an ape did evolve into a man or split from a chimp to become a man or whatever the current consensus is, why would it not look like this? While driving cars and playing scrabble.

No. Chimps create tools. And they do it in context of a priori planning as well. For example, they are known to take an appropriate stick and manipulate it to facilitate catching certain organisms. And they then take these tools with them to the hunting location to use them.
So, they plan. They create tools. They use tools.
