well I saw it in a site which I forgot where.But there was a picture of a girl with long black hair wearing a red shirt.I really need it for something.

Okay well her face was kinda sad and kinda happy.I looks kinda familiar to me.Anyways I kinda don't know what else to say about it.

well she was turn looking at something in the sky there was clouds beside her it shows half of her it was like showing a little of her jeans or short whatever she was wearing.

The problem is, we don't know if the picture you're looking for is official art, fanart, or just someone's original drawing in anime style. So there's no real way we can tell you where to find that picture or what character it is. You might have to look around at various anime galleries to see if you can find something simular that you might like. Sorry I can't be of more help.

The chances of us actually finding the exact pic are one in a million. It might have been a fan created character who isn't from a show.
