It depends on which country you are asking about. I'm pretty sure that Russia and Japan still haven't signed a peace treaty, so that would mean that they're still at war in that respect (there are some territorial disputes that have prevented an agreement, I think. It's not like they are going to be exchanging blows any time soon, but still, technically they are at war.) So from that point of view it still hasn't ended.

I don't think Russia and Japan actually went to war with each other in the first place. Though your answer may be right. I was thinking of after the reunionification of Germany cause the war was with the State of Germany which didn't exist during until then.
