Frankly, this move (sending Harris rather than BIden) looks like good diplomacy.

1. Biden just met in person with the most critical persons at the summit (including Zelenskyy) at the G7 summit.
2. As "head of government" POTUS is effectively first among equals with other heads of government (and the others like to challenge that notion [China, India, Russia] were not there. POTUS draws an enormous amount of attention.
3. Sending the VP, demonstrates the importance of the summit to the US without dominating it. A stronger position than sending just the Secretary of State.
