Final Fantasy VI, VII, and Chrono Cross. 
All have music that is still among the best I've found in games-especially FFVII, despite my being hesitant to totally recommend it due to other content (i.e. a few not-so-subtle yaoi implications and Barret and Cid's mouths) nevertheless, I'd say these three are tied for the best soundtracks one can find, and all other content notwithstanding, I'd give the nod to FFVII's above all.

You know what's funny? The song Eyes On Me from FFVIII to me and my best friend ((well, boyfriend/ex-boyfriend, errrm, we don't really use that term, it's complicated)) it's like "our song". Haha, okay, I know, we're losers, but when you think about it, it's unique and has a lot of meaning to us. And I think that's what everyone "song" should be like. I also love Vice City. Very very 80's and hense full of good memories.
PS: I used to play Carmageddon with a Stearing Wheel and Pedals set. Then take the music into my car when driving to work.
I dont need to tell you, this combination is NOT recomended.

I like to listen to Kchat as well, always a crack up =] I love the Crocodile Hunter spoof =] And the viking

IMHO Grandia had the unrivalled greatest sound track of all time. I cant think of a single track I didnt like on the score, and it was done by the same person who composed for the Lunar games which had good soundtracks too.
Also very good are: Suikoden 2, Final Fantasy VII & IX, Wild Arms and Legaia 2
