Well, this took me 6 hours of programming - javascript and PHP... cracked my brains trying to work out what was the problem... 
It's finally working!
Opened and closed forum categories on the homepage will be saved and remain opened and closed for members.
This will not work for guests - for guests, all forum categories will remain closed each time you go to the homepage, until you register. Obviously the site cannot figure out which guest to save settings for - once you register and get an account, the site will remember your settings.
